The Trump Administration and others are citing a critical need for dramatic increases in infrastructure investment of $1 trillion. New airports, runways, and terminals are sprouting up all over Asia, yet no new major airport has been built in the US since Denver International. New York's airports are finally getting a facelift with new terminal development, but no new runways are actively on the horizon to alleviate extreme congestion.

According to a report published in March 2017 by the Airports Council International, over the next five years, US airports will require $100 billion in capital needs to accommodate growth and maintain existing airport infrastructure. This exceeds public sector sources of revenue. Yet, the US lags behind the developed world in public-private partnerships (P3) in airport development. Capital financing still relies heavily on airlines and FAA's Airport Improvement Program. Airport management largely remains in local government hands, despite increasing success with private management and capital around the world.

Airports and the public sector are increasingly turning to private funding and P3s as the best option to meet burgeoning demand. Despite setting up an airport pilot private program, the current statutory framework in the US presents significant barriers for full public-private-partnerships, yet significant opportunities exist for legislative reform.

This program will bring together the public and private sectors for a conversation on:

*         The policy actions required to strengthen the legislative and regulatory frameworks required to support P3s for aviation infrastructure through expansion of the FAA's Airport Privatization Pilot Program;

*         Proposed aviation reform, the opportunities and the challenges;

*         Lessons learned from the P3 of Puerto Rico's San Juan International Airport and new opportunities under the current program;

*         The role of airport and airline financing;

*         The preferred transaction structures and risk allocation models for aviation infrastructure projects.
