The Brazilian government is currently implementing a concession programme aimed at attracting BRL 200bn in private investment to upgrade Brazil’s infrastructure, including roads, railways, airports and ports. This is the second time the administration of President Dilma Rousseff pushes for an aggressive privatisation programme in the sector, highlighting their willingness to lure private investors in the infrastructure sector, creating opportunities for both local and foreign companies. Public-private partnerships are part of the government's strategy to stimulate the stagnant national economy by reducing the cost of doing business in the country. Drawing from these themes, the keynote address will be delivered by Dr. Antonio Helder Rebouças, Executive Director of Brazilian Legislative Institute of Senate  - ILB (the Government's School of Senate). Mr. Rebouças is also a legislative consultant of the Senate of Brazil and an expert on the public budget. 

The keynote presentation will then be followed by a panel which intends to discuss how companies can take advantage of such opportunities, and what types of risks need to be taken into consideration ahead of investment decisions. Some of the topics our keynote speaker and panellists will share their views on include:

  •          Political and regulatory risks in the infrastructure sector
  •          Contractual terms and litigation risk
  •          The structuring of project financing and tax-effective investment vehicles
  •          Financing opportunities and constraints amid rising interest rates
  •          Compliance risks in Brazil’s infrastructure sector
