Crumbling highway bridges and rising urban gridlock in Canada and the United States are driving governments to look to public-private partnerships as a road to new and replacement bridge infrastructure. This session will address the policy choices governments in Canada and the United States are making in opting for P3s to design, build, finance, operate and maintain new and replacement bridge infrastructure in projects such as the Canada New Bridge for the St. Lawrence Project across the St Lawrence River at Montreal, the Canada-Michigan New International Trade Crossing across the Detroit River between Detroit and Windsor, the Pennsylvania Rapid Bridge Replacement Project of 558 Pennsylvania bridges, and the Saskatoon Bridges Project. Government and private sector leaders will speak to political and policy issues such as the use of P3 or traditional procurement, the use of a dedicated government procurement agency, and the use of alternative funding and financing models. Attendees will gain valuable insights into senior government and private sector leader perspectives in an evolving P3 market. The keynote address will be delivered by Helena Borges, Associate Deputy Minister of Transport, Infrastructure and Communities, Transport Canada.
