Last year, the Ontario legislature passed Bill 6, the Infrastructure for Jobs and Prosperity Act which augments the province’s 10-year, $130 billion infrastructure plan by requiring successful bidders to commit to community benefits, i.e. community improvements such as local purchasing, neighbourhood improvements, jobs and apprenticeships for at-risk youth and other disadvantaged groups in the area affected by the project. While similar programs are a common feature of large US public works projects, the Ontario law is a first for Canada with many implementation challenges for policy makers, project developers, lenders, and contractors. This event will describe the community benefits approaches and its link to the Act, with reference to comparable US programs, and will explore how government ministries and agencies are working to implement these agreements on their upcoming infrastructure projects.
