Thailand is on the cusp of a significant step forward in its infrastructure development. Following the introduction of new PPP legislation in 2013 that was intended to streamline the approvals processes and stimulate private sector investment in infrastructure, the Government has announced at least 8 new PPP projects – in the trasportation and waste-to-energy sectors - that form the first wave of the significant spending programme investment anticipated by the National PPP Strategy 2015-2019.  

The keynote address will give an overview of the PPP environment in Thailand to date from a Government perspective,  as well as highlight some of the pipeline projects for 2016 and beyond. 

The panel discussion will analyse the opportunities and challenges presented by the PPP model and pipeline in Thailand, drawing on the panellists’ experience of advising on PPP projects across Asia.  The panel will also consider whether the new legislation and PPP structure has achieved the requisite sophistication that will allow both Government and private sector to analyse projects and identify and manage risk.

The panellists will consider broader market issues, including attracting investment and debt.  They will seek to address local and international lender concerns, and discuss structuring options from a bankability perspective.
