In People’s Republic of China, public finance reforms initiated in 2013 have triggered a rapid build-up in Public-Private Partnerships (PPP) activity. Laws and regulations have been updated, PPP procedures have been introduced, PPP funds have been approved, and the China PPP Centre (CPPPC) has been established by Ministry of Finance. According to the official statistics, as of end of March 2017, total 12,287 PPP projects with total estimate of CNY 14.6 trillion ($ 2.09 trillion) are included in the CPPPC’s project pool, and 1,729 projects with estimate of CNY 2.9 trillion ($ 414 billion) were signed contracts between public and private partners. However, behind the fast development, capacity constraints are tight and fiscal risks are high.

Encouraged by the PRC government’s “One Belt One Road” initiative, more and more Chinese companies are seeking overseas business opportunities, which is further promoted recently by the Belt and Road Forum (BRF) in Beijing on 14, 15 May 2017. 29 foreign heads of state and government and representatives from more than 130 countries and 70 international organizations consulted with each other on the BRF to promote opening-up, communication and integration among countries in a larger scope, with higher standards and at deeper levels, while giving consideration to the interests and aspirations of all parties.

This IPFA event in Beijing invites speakers from the central government, multilateral development bank, international consulting firm and law firm to discuss the challenges and opportunities created by the fast development of domestic market and increasing out-bounding demands in China, providing suggestions to Chinese companies.
