Asia has significant healthcare requirements, as a result of greater life expectancy leading to aging populations and increasing healthcare expectations. By 2050, China, For example, will have a quarter of its population over 65 years of age. Thus, there is an enormous demand for new healthcare facilities. In response to this, international financial institutions such as ADB are showing increased interest in the healthcare sector through PPPs. 

There are a number of successful examples to look to outside of Asia that demonstrate how project finance has been harnessed to deliver major healthcare infrastructure programmes, such as the US$15 billion hospital PPP programme across Turkey that has commenced to build and maintain 35 hospitals. Currently in Philippines, two of the ten “fast track” PPP projects announced by the Government recently were healthcare projects and Raffles Medical Group, Singapore’s largest healthcare provider, recently announced plans to spend S$ 1 billion over the next 3 years investing in healthcare facilities across Asia.

The case for financing infrastructure in the healthcare sector is enhanced by the fact that it is much less susceptible to potential land acquisition and multiple stakeholder issues which can sometimes cause projects to stall in other sectors.
