By 2051, Melbourne is forecast to be home to 7.7 million residents, and Victoria’s freight task is expected to triple. The Victorian Budget identifies transport gateways as a State-significant element to be enhanced to secure adequate gateway capacity for moving freight into and out of Victoria.

The State’s freight and logistics plan, "Victoria – The Freight State", outlines the long-term strategy to improve freight efficiency, grow productivity and better connect Victorian businesses with their markets. Key to supporting this plan is the development, expansion and financing of key infrastructure including the Ports of Melbourne, Hastings and Geelong, intermodal freight terminals and major transport links.
