In March 2015, IPFA and Norton Rose Fulbright LLP hosted a seminar on offshore Wind in the Netherlands. The new legislation was still to be enacted, but the general feeling was that the new developments would provide the needed push forward for the Netherlands to fulfil its ambitious offshore wind programme.

There were, however, questions on risk allocation, bankability and pricing of off shore wind. Primary question was whether the requirement that offshore wind could be realised below 10 eurocent per kWh was feasible.

Fast forward to present, and with two tenders completed, the latter question can be affirmed. Time to look back on lessons learned, but also look to the future on what offshore wind holds for the Netherlands and the rest of the world.
