A raft of reforms to Japan's energy market are currently underway, including the establishment of two new regulatory bodies, completion of the liberalisation of the electricity retail market in April 2016, the amendments to the Feed-in Tariffs system under the Renewable Energy Act which came into effect in April 2017, giving a significant impact upon the renewable energy business, the liberalisation of the gas retail market in 2017, facilitating third-party access to LNG import terminals, moves to improve liquidity of the Japan Electric Power Exchange, the segregation of electricity transmission and distribution activities from generation and supply activities from 2020 and the spin-off of gas pipeline management activities from certain major gas companies in 2022.

Our line-up of speakers from government and the private sector will consider the challenges and opportunities created by these reforms for incumbent utilities and new entrants from Japan and abroad, drawing on lessons learned from reforms of other energy markets, such as Australia.

日本のエネルギー市場改革は著しく進んでいます。二つの新しい担当庁の設立、2016年4月の電力小売市場の自由化、2017年4月に施行された再生可能エネルギー法に基づく送電線関税制度の改正などの方針は、再生可能エネルギー事業に大きな影響を与えました。また、今後も、2017年のガス小売市場の自由化、LNGターミナルへの第三者アクセスの促進、日本卸電力取引所の流動性向上、2020年の発電・供給活動からの送電・配電活動の分離および、2022年に一部の大手ガス会社からのガスパイプライン管理事業の分離が予定されています。

本セミナーでは、政府機関や民間企業出身の講師陣が、オーストラリアをはじめとしたの他のエネルギー市場の市場改革から学んだ教訓を踏まえ、既存の電力会社や国内外の新規参事業者に向け、これらの改革によって生み出される課題と事業機会について議論します。
