Eurostat and the European PPP Expertise Centre, published on 29 September 2016 its guide on ESA10 for PPP projects which seeks to provide clarity on whether a PPP project should be considered to be on, or off, government balance sheet. Andrew Bruce of Scottish Futures Trust and CMS will host a seminar providing a brief overview of the guide and its implications for the PPP market, including the Scottish hub and NPD models.
