The emergence of PPP models in recent decades provided an avenue for private capital investment in sectors where RAB models could not venture. Both are relatively new frameworks when considered against the very long history of public and private infrastructure procurement and delivery. While RAB is less controversial and arguably more transparent, it completely fails to incorporate long enough time horizons to deliver the commitments of ambitious policy goals, decarbonisation being just one. Conversely, typical PPP contract lengths may be too long for private investors to price some risks competitively given inherent uncertainties, at odds with the transfer of whole life cost risk. The emergence of hybrid and new models is inevitable. This event will provide a discourse on the need to recognise limits to markets in devising promising avenues for development of such models, including discussion on outcome based contracting to drive innovation in both private and public delivery.
