Activity in European infrastructure in 2014 showed that there was liquidity in the market. Deals were closing with and without government support, but many market participants continue to express frustration at the lack of pipeline of well-structured, financeable transactions. Government initiatives like the EIB's PBCE and the UK Guarantee Scheme have seen deals close successfully, but are now being criticised as unnecessarily crowding out private funders. New initiatives are emerging for 2015 – most notably a new European Fund for Strategic Investments which will direct EC and EIB funds towards riskier projects or the high risk elements of projects, where the private sector may fear to tread. ‎A pipeline of projects is promised at EU level, alongside the provision of technical assistance for project promoters, investors and public managing authorities through an advisory hub. In the UK, institutional investment in the sector is to be encouraged through a new withholding tax exemption. But will these initiatives be enough to encourage the investment required, and if not what else can be done to ensure a ‎successful 2015?
