The Social PPP model has been a key procurement tool to satisfy the ever growing demand for critical social infrastructure. Benefits of this model have included a highly effective transfer of delivery risk to the private sector, the rigours and benefits of private capital, and significant innovation. Once built, public service provision within these facilities has typically been a major cost and risk item to governments. Procuring entities in Australia and New Zealand are now increasingly leveraging the benefits of “operational PPPs”, where the private sector goes beyond traditional DBFM to also provide operational services – resulting in true operator led solutions which optimise the quality and cost of service delivery, drive synergistic and innovative solution and design outcomes, provide long term risk transference and budget certainty to governments, and harness additional labour force flexibility available to the private sector. This session will focus on the key benefits to governments and market participants of “operational PPPs” – and lessons learnt from past Projects.
