IPFA Australia: Sydney: Western Roads Upgrade Project Case Study

In 2017, the Victorian Government and Netflow entered into the $1.8b Western Roads Upgrade Project for capital works and road maintenance across 260 kilometres of the existing arterial road network in Melbourne. The Project was delivered under an ‘availability-style’ public private partnership (PPP). The inclusion of maintenance and lifecycle of a significant ‘brownfield’ network asset was a first in the Australian PPP market. Moreover, the Western Roads Upgrade PPP also marked the first time that bond financing was utilised for a greenfield project since the Global Financial Crisis (GFC).

This session will present the Western Roads Upgrade Project as a Case Study. Attendees will gain insights into the benefits and challenges of combining new capital works with the maintenance obligations of existing assets, the benefits that road PPPs offer Governments and road users, the rationale behind the financing approach, and a discussion on potential future road PPPs in Australia.
