IPFA Europe: Madrid: Technical Issues, Feasibility and Bankability of Road PPPs in Spain

Which technical issues influence or even determine the feasibility of a road PPP?

How can these technical issues be translated into a PPP structure that guarantees the balance between user value, taxpayer value and market attractiveness?

How can we enable a common understanding of technical risks between governments, sponsors and lenders for the bankability and sustainability of the PPP?

Does the 2017 Public Procurement Law address the technical challenges encountered in the past, for example regarding clarity in the transfer of demand and operational risks?

What are the key drivers of change in road PPPs in Spain and how are the public and the private sector managing adaption to change?

This event will bring together the visions of a government representative, a banking sector representative and a technical advisor to elaborate on the questions above and to debate about lessons learnt and current trends in road PPPs in Spain. The debate will also include representatives from the infrastructure construction and operation sector.

Specifically, we will address the 'radiales' issue and the long-awaited Road Investment Plan (PIC) of the Ministry of Public Works (Fomento).

¿Qué aspectos técnicos condicionan e incluso determinan la viabilidad de un PPP de carreteras?

¿Cómo trasladar estos aspectos técnicos a una estructura PPP que garantice el equilibrio entre valor para el usuario, valor para el contribuyente y atractivo para el mercado?

¿Cómo se puede facilitar un entendimiento común de los riesgos técnicos entre Gobierno, sponsors y financiadores de cara a la bancabilidad y sostenibilidad del PPP?

¿Aborda la nueva Ley de Contratos del Sector Público los principales retos técnicos vividos en el pasado, por ejemplo en cuanto a la transferencia de los riesgos de demanda y operacionales?

¿Cuáles son los principales motores de cambio en los PPPs de carreteras en España, y cómo están el sector público y el sector privado gestionando el cambio?

En este evento contaremos con las visiones de un representante de la Administración Pública, un representante del sector bancario y un asesor técnico para desgranar estas cuestiones y debatir sobre la experiencia adquirida y las tendencias actuales en los PPPs de carreteras en España.

Específicamente se abordará la cuestión de las radiales y el esperado Plan de Inversión Extraordinaria en Carreteras (PIC) del Ministerio de Fomento.
