IPFA Asia: Hong Kong: BOT and PPPs in Hong Kong – How Projects Such as the West Kowloon Cultural District are Changing the Traditional Delivery Models


 The West Kowloon Cultural District (‘WKCD’) is a strategic project in development to meet the long term infrastructure needs of Hong Kong’s arts and cultural sector. The first phase of the commercial developments at the WKCD is the ACE (Art Commerce Exhibitions) project. ACE will be developed under a Build-Operate-Transfer (BOT) arrangement to capture creative opportunities in design, construction and management. This is part of a new wave of innovation in project delivery in Hong Kong, which has also seen projects such ACE being delivered under new models. This session will explore the opportunities these projects bring in addition to some of the challenges that have been faced. Duncan Pescod, CEO at WKCDA will provide the keynote, which will be followed by a panel discussion.
