Constant calls for better evidence based policy are increasing the pressure on government to justify the basis of their decisions. Policy and delivery functions are responding to these calls with increasing use of data and analysis to inform crucial decisions, including around infrastructure investment and delivery. Evidence is constantly emerging for some areas of policy, such as which technologies to promote and where investments might contribute most to GDP, evidence on more contested issues, such as whether public or private delivery models are most effective, remains elusive. Comparisons between alternative procurement approaches have tended to focus on their respective finance costs, rather than their efficacy in delivering the outputs and outcomes that form the basis of long term value for money.
The National Infrastructure Commission is due to publish the National Infrastructure Assessment this summer and will be taking the very long term view as to the options for ensuring the development of world class infrastructure. The assessment will present a framework for evaluating the impact of historic investment decisions with view to improving future delivery via more informed options appraisal.
This event will critique the evidence based policy intention, reviewing when data for informing decision making is available and reliable, as well as where a little information can be a dangerous thing. The panel will be asked to reflect on where they see emerging opportunities for improving evidence based policy and investment decision making.
