IPFA Europe: Warsaw: 10 Years of the PPP Market in Poland (2008-2018) – a Breakthrough?


In 2008, new PPP legislation has been adopted. After 10 years, 2018 seems to be a groundbreaking year for PPP.

Poland has been experiencing an increase in the size, number and variety of projects, fostered additionally by:

- The current and future growth prospects,
- Stable and favorable macroeconomic environment,
- Still huge infrastructure needs combined with limited public budgets,
- Solid private sector market,
- Stable banking system,
- Increasing expectations of society regarding infrastructure and public services,
- Strong political will and institutional support towards the PPP idea. 

This event will address the opportunities and challenges of PPP projects in Poland, in particular the opportunities associated with the ongoing amendments to the PPP Act in the Polish Parliament, which most probably will trigger better conditions for PPP deals to happen.

Attendees will not only gain valuable insights from legal, technical and financial experts in structuring PPP deals on new-better, more PPP-friendly conditions in Poland, but also witness credible details of the central government PPP projects – in particular: the Development of the National Stadium Range in Warsaw.

It is estimated that in order to catch up with the Western Europe infrastructure standards Poland needs to increase public investment spending from 3-4% of GDP to the level of 5-6%.

The gap between available funds (including EU money, which is close to an end) and the actual needs, is estimated to 30-50 bln euro. Some of it will be debt funding, but some might be PPP as well and based on this assumptions the annual average value of PPP market in Poland is estimated to 1-2 bln euro for the next 10-15 years. The value of the market will be obviously growing due to several factors (e.g. increasing experience and sharing knowledge/best practices, strengthening confidence of public authorities by experiencing success stories, increasing scale of the projects, increasing role and activity of central government and central government projects).
