Illinois scored a mediocre C- on the American Society of Civil Engineers’ (ASCE) 2018 annual report card. With the City of Chicago and the State of Illinois facing a challenging fiscal environment, P3 and alternative contracting methods will have to play a substantial role in infrastructure renewal efforts. A number of state and municipal organizations such as Chicago Infrastructure Trust and Illinois Department of Transportation are leading the charge on innovative infrastructure delivery.
