After a decade of transport mega-projects, the infrastructure pipeline (and the strategic planning surrounding it) is taking on a different complexion. There is renewed focus on smaller, community-based infrastructure as well as integrated precincts serving public and commercial purposes – for example, social and affordable housing, transit-oriented developments and decentralised health care. This paradigm shift has been reflected in recent State Budgets, which have emphasised community outcomes, value for money and integrated planning for housing and infrastructure.
This session will consider what these changes mean for infrastructure delivery and financing. How can equity and debt support government’s priorities? What value add can private capital offer on smaller scale and precinct projects? And how can we encourage new multilateral partnerships that harness the skills of industry, local government, CHPs and non-profits?
