This panel will explore how infrastructure finance can act as a catalyst for accelerating the decarbonization of buildings through large-scale retrofit programs. The discussion will challenge the status quo of building decarbonization, and ask what it would take to make retrofits investable at scale. It will explore how infrastructure finance can unlock and accelerate emission reductions through portfolio-based retrofit programs, and how funders can structure capital to reward credible performance. The panel will connect three perspectives that must work in synergy: the funder’s role in setting the rules of bankability, the developer/delivery entity’s role in executing retrofit outcomes in the real world, and the role of rigorous impact assessment and verification as the “trust engine” that proves results, strengthens market confidence, and enables the next wave of capital to flow.
This session will examine:
- How infrastructure finance can move building decarbonization from isolated pilots to scalable, portfolio-based retrofit programs.
- What funders need to see to deploy capital with confidence – and how financing structures can be designed to reward verified performance rather than intent.
- The delivery challenges faced by developers and retrofit delivery entities, and how financing, risk allocation, and commercial structures can enable execution at scale.
- Why credible impact measurement, reporting, and verification are critical to building market trust and unlocking repeat investment.
